Overall, balance-wise, I think the bonus/penalty should be +2 or the duration should be a minute, as a part of the base form of the focus spell, with the other upgrade still happening at 6th level.

This makes managing your actions a lot harder because you only have 2 per turn if you don't want waste the spell slot.
