With the user logged in run OneDriveSetup.exe /allusers. After it installs/reinstalls close the OneDrive sync client. Restart the OneDrive sync client. Right click on any file/folder in your offline OneDrive location and see if the options are now there. If not try rebooting.

You will need to login to the onedrive app using your account of course and then login to your onedrive account via web > go to shared with me > select the folder > and then hit the 'Sync' button on the top.
