WebJul 5, 2015 · Apparently, they are still legal as long as the packaging doesn’t look like cigarette packaging (whatever that means). Maybe I just don’t see them because I don’t shop for candy the way I did when I was a kid. They can still say “candy cigarettes” on the pack, so I don’t see how the look of the packaging is an improvement.
